Leading Cities

Cities have experience in Agenda 21 for culture, and therefore they become the leaders in the implementation of Culture 21 Actions and the advocacy activities of the Committee.

Annually, the Leading Cities receive the support of the Secretariat of the Committee in the areas of Cooperation and Learning (technical assistance, capacity-building good practices) and Communication (website, social networks); and the Leading Cities are spokespersons for the Committee on culture of UCLG in international meetings and events.

Basma ElHusseiny and Patrice Meyer-Bisch were awarded in the category individuals. On the other hand the "Cultural Rights and Peace in the City" seminar was held in the framework of UCLG's Culture Committee 15th meeting.

Presentation of the international report regarding the "Creation of synergies between culture and tourism for permanent and temporary residents" in the context of the "Barcelona Oberta" biennial.

July. Celebration of the UN's High Level Political Forum, targeted at following up the development of the SDGs. Presentation of the report "Towards the localization of the SDGs" report, that encompasses a chapter devoted to cultural issues and factors. Symposium and declaration "Heritage for Sustainability".

June. Creation of the interactive database "OBS", developed to compile multiple good cultural practices and index then into 3 different criteria: the 17 SDGs, the 9 Commitments of Culture 21 Actions, and 75 keywords.

Celebration of a seminar in the framework of the European Development Days and release of the manifest "Reinforcing the synergies between gender issues and culture in the development and the international cooperation".

November. Celebration of the Second Edition of the “International UCLG Award - City of MEXICO - Culture 21”, awarding Tomboctou and Vaudreuil-Dorion as winning cities. Busan, Dakar, Kaunas, Lac Mégantic and Montevideu received a special mention whereas Jon Hawkes and Silvia Rivera Cusicanqui were awarded in the individual category.

October. The UN approves the New Urban Agenda.

The UN organizes the Second World Assembly of Local and Regional Governments, organized by the Global Taskforce of Local and Regional Governments in the framework of Habitat III, that aims to “integrate culture as the 4th pillar of sustainable development”.

UCLG World Congress held in Bogota, and approval of the Bogota Commitment and the Action Agenda, that includes commitment 8 targeted at “Fostering heritage, creativity and local diversity through cultural policies focused on people”.

September. New call for Pilot Cities programmes: “Culture in Sustainable Cities: Learning with Culture 21 Actions”. The cities of Baie-Mahault, Elefsina, Esch-sur-Alzette, La Paz, Leeds, Nova Gorica, and the cabildos of Tenerife and Santa Fe join the program.

July. Publication of the positioning document about “Sustainable urban development and culture. Comments regarding the New Urban Agenda’s ’zero draft’ of the New Urban Agenda” in the framework of the Habitat III preparatory works. 

June. Release of the “Culture, Cities and Identity in Europe” report commissioned by the CESE (European Economic and Social Committee of the European Union).

December. Celebration of UCLG’s World Council In Paris alongside the UCLG’s Commission of Culture 13th meeting. The UN approved the 2030 Agenda -“Transforming our World”- that encompasses the 17 goals for the sustainable development.

August. Release of the 1st World Panel results regarding the integration of culture in the sustainable development of the cities, following the path of Culture 21 Actions.

June. Set in motion of the “Culture in the Sustainable Cities: Learning with Culture 21 Actions” program, also known as Pilot Cities 2015 Global and Pilot Cities Europe 2015. This last program was created by partnering up with Culture Action Europe. The cities that joined this program were: Chignahuapan, Concepción, Cuenca, Escazú, Gabrovo, Galway, Izmir, konya, Lisboa, Mérida, Namur, Sinaloa, Swansea, Terrassa and Timisoara.

March. Publication of the article: “Operationalizing culture in the sustainable development of cities”, in the framework of the Habitat III preparatory works.

The First UCLG Culture Summit was held in Bilbao. Adoption of Culture 21 Actions and celebration of the 12th UCLG’s Commission of Culture meeting.

The Committee on culture of the world organization of United Cities and Local Governments (UCLG) is the global platform of cities, organizations and networks to learn, to cooperate and to launch policies and programmes on the role of culture in sustainable development.

We work with various founding documents: the Agenda 21 for Culture, approved in 2004 by cities and local governments from all over the world to enshrine their commitment to human rights, cultural diversity, sustainability, participatory democracy and creating conditions for peace; the political declaration 'Culture: Fourth Pillar of Sustainable Development', adopted in Mexico City in 2010; Culture 21 Actions, approved in Bilbao in March 2015 on the occasion of the first UCLG Culture Summit, and the Rome Charter adopted in 2020. 

The mission of the Committee on culture of UCLG is “to promote culture as the fourth pillar of sustainable development through the international dissemination and the local implementation of Agenda 21 for culture”. 

The Committee on culture of UCLG is co-chaired by Buenos Aires, Lisbon and Mexico City and vice-chaired by Barcelona, Bilbao, Bogotá, Brazzaville and Jeju. The Committee on culture of UCLG is open to the participation of cities from all continents on an equal basis.

Adoption og Agenda 21 for Culture

A growing number of cities and local governments all over the world have adopted Agenda 21 for culture. The adoption is of great importance both at a local and global level: it expresses a commitment to its residents to ensure that culture takes on a key role in its urban policies, and it also reveals a sign of solidarity and cooperation with the cities and local governments in the world.
