The report Cities, cultures and developments. A report that marks the fifth anniversary of Agenda 21 for culture is an initiative of the Committee on Culture of United Cities and Local Governments (UCLG) with the support of the Spanish Agency for International Development Cooperation (AECID) to mark the fifth anniversary of the approval of the Agenda 21 for culture.

The study comprises 20 articles. It begins with an introduction presenting the current situation and perspectives of the Agenda 21 for culture five years after its approval. It is followed by 12 articles written by policy-makers of cities, local governments and associations on the implementation of Agenda 21 for culture, and 7 articles, written by analysts, researchers and activists, with innovative ideas that will help the development of the Agenda 21 for culture in the next few years.
